Appreciation for Washoe Fire Responders, grants, donations, CARES / SART agreement, ReCHARGE Nevada, Comptroller, Animal Control Board all among actions taken
the Washoe County Board of Commissioners approved expanding a hiring freeze to help close the County's remaining $6.8 million dollar budget gap for the 2011-2012 budget year.
During a joint meeting of the Washoe County Board of Commissioners and the Washoe County Library Board of Trustees, the Friends of Washoe County Library (FWCL) presented a check for $100,000 to the Washoe County Library System, representing the organization’s donation for year ending 2011.
A $96,868 federal grant was awarded to Washoe County through the Nevada Division of State Parks to support projects along 17 trails located within 13 county parks. These projects are necessary to increase the life of existing trails, help prevent damage from erosion, and provide a number of new information and directional signs for the benefit of all users.

Recovery efforts are continuing today after the devastation left behind from the 3,177 acre Washoe Fire that destroyed 29 structures since Thursday afternoon.
The Washoe Fire is 100% contained at 3177 acres as of 6 a.m. All evacuations were lifted as of 8 a.m. this morning.

During a news conference late this afternoon emergency personnel reported the Washoe Fire containment is at 65 percent this evening. Officials have updated the total acreage burned to 3,177 acres.
An escorted transportation service into the evacuated areas will begin at 12:30 p.m. at Galena High School.
Firefighters and emergency personal are making progress on the Washoe Fire with the primary focus this morning of securing the perimeter of the blaze and extinguishing hot spots prior to winds picking back up today in advance of an oncoming winter storm.
The Washoe Fire is 50-percent contained as of 4 a.m. this morning. Fire and emergency personal will be holding a 9 a.m. press conference this morning with an update on the Washoe Fire at Depoali Middle School in South Reno

A federally-funded, graphic, realistic, and hard-hitting anti-smoking multi-media campaign coordinated by the Washoe County Health District begins today in efforts to increase awareness of the health risks of smoking and increase the number of people trying to stop. According to health officials and anti-tobacco advocates, the campaign targets tobacco use because it is the leading cause of preventable death in Washoe County and is a primary risk factor for most chronic diseases, including heart disease, cancer, chronic lower respiratory disease, and stroke. The campaign, which coincides with many people’s New Year Resolutions, will run on television, print, and billboards.

Tuberculosis is one the world’s deadliest diseases. The World Health Organization estimates 2 billion people are infected with the tuberculosis bacterium. And, while TB cases in the United States have been declining since 1993, more than 11 million people living in the United States have latent TB infection.
January is National Radon Action Month and the Nevada Radon Education Program of University of Nevada Cooperative Extension (UNCE) will offer several radon presentations at various locations throughout January. Radon test kits will also be offered free throughout the month.

In less than 90 minutes after Jimmy Leeward’s P-51 crashed into the Reno Air Race box seats, fifty-six injury victims had been transported to three Reno hospitals. In less than 120 minutes after the crash, preparations to establish a Family Assistance Center for friends and relatives of those killed, injured, and missing had begun. And even before NTSB investigators had deployed to the Stead airfield to begin their investigation of the tragedy that left 11 people dead and nearly 70 injured, hundreds of emergency responders, public health officials, and volunteers were actively engaged in community aid.

Much of fire-damaged Bartley Ranch Regional Park is scheduled to re-open on Thursday, December 1, 2011. The park’s western and southern ridges were the most heavily damaged when the Caughlin fire swept through the park on the morning of Friday, November 18 and these areas will remain closed during rehabilitation for the safety of the public.

Properly preparing and handling foods can assure us all safe meals every day of the year, but especially during the holidays. Here are some simple, easy-to-remember food safety tips:
  • Wash hands with soap and warm water before and after food preparation, and especially after handling raw foods; 
  • Clean all work surfaces, utensils, and dishes with hot soapy water, and rinse with hot water after each use;
  • Be sure to cook foods thoroughly. For a turkey, that means cooking the bird to a minimum internal temperature of 165°F or above to ensure safety; and,
  • When dealing with leftovers, turkey should be refrigerated one of two ways:  within two hours after it is cooked; or right after cooking, the turkey should be de-boned, sliced, or pulled into pieces no more than 2 1/2 inches thick and refrigerated in shallow containers. 
Agencies to address potential immediate erosion control and flooding concerns and prepare for the long term restoration effort of the area affected by the Caughlin Fire.

The Washoe County Health District has received its first laboratory-confirmed report of influenza in the Truckee Meadows. Tests indicate type A H3. “Influenza is highly contagious, and persons who have not had a flu shot may be at risk of catching the disease,” said Washoe County District Health Officer Dr. Joseph Iser. “Common signs and symptoms of the flu include: fever over 100°F, aching muscles, chill and sweats, headaches, dry cough, fatigue and weakness, and nasal congestion. If you have flu symptoms and at are at risk of complications, see your doctor right away.” Persons at risk for complications include: children aged 6 months- 4 years (59 months); people 50 years and older; pregnant women; and, persons with chronic illness.

Morning Update on the Caughlin Fire
Washoe County’s Bartley Ranch Regional Park in south Reno has been closed until further notice due to damage sustained during the Caughlin Fire. This closure includes Audrey Harris Park located on the top of Windy Hill.

The levels of particulate pollution measured at Washoe County Health District’s network of air quality monitoring stations has declined this afternoon from the high levels experienced during the morning. High levels of particulate pollution due to blowing dust or from wildfire smoke may continue to occur in localized areas due to wind gusts or immediately downwind of the wildfire and in the path of the smoke plume.
Downtown Reno Library, 301 South Center St., will be closed Sunday, November 20 and Monday, November 21 due to the heating system construction.
A combination of strong winds and wildfire smoke has elevated particulate matter pollution levels in the Truckee Meadows. Particulate matter concentrations have increased significantly in association with the strong winds. The majority of particulate matter in the air is from windblown dust, but smoke is also affecting localized neighborhoods immediately downwind of the wildfire and in the path of the smoke plume.

Colder autumn temperatures and impending winter weather signal the start of wood burning in fireplaces and woodstoves. Because this affects the air quality in Washoe County, beginning November 1, the Washoe County Air Quality Management Division (AQMD) uses the Green, Yellow, Red Burn Code Program to inform area residents whether or not lighting stoves or fireplaces is allowed, or is advisable.

At its 2011 annual conference in Churchill County last week, the Nevada Association of Counties (NACO) announced the recipients of its Legislator of the Year Award, Participatory Democracy Award and inductee into NACO’s Honor Roll.
The future direction of several public health programs overseen by the Washoe County District Board of Health is one of the many agenda items to be discussed at the upcoming Strategic Retreat scheduled for 9 a.m., on Thursday, October 6, at Health District offices located at 1001 East Ninth Street, in Reno. All 69 Washoe County polling places opened on time at 7:00 a.m. this morning according to the Washoe County Registrar of Voters office.
The polls have been open in Washoe County for over five hours and “everything is running smoothly,” according to Washoe County Registrar of Voters Dan Burk.
Washoe County received word this week that Standard and Poor’s, one of the country’s premier bond rating firms, has affirmed the County’s outstanding general obligation rating of AA.

At their meeting today, Washoe County Commissioners received a report from Fire Services Coordinator Kurt Latipow outlining a Strategic Transition Plan to return full authority for the administration and operations of the Truckee Meadows Fire Protection District to the County Commission by July 2012.
At today’s regularly scheduled Board meeting, County Commissioners took action on several items designed to help Washoe County meet its current fiscal challenges. The County has reduced its budget by $154 million over the past four years resulting in a 20% workforce reduction but still needs to identify and achieve savings for 2011-12 through negotiated employee wage and benefit concessions of $11.6 million and $5 million of permanent savings.

At its regular meeting, the Board of Washoe County Commissioners voted unanimously to approve amendments to the boundary and fee ordinances of the Central Truckee Meadows Remediation District (CTMRD), which was created in 1995 to address tetrachloroethene (PCE) contamination in groundwater that is used to meet municipal water demand.
At their meeting yesterday, Washoe County Commissioners accepted a $400,000 grant from the State of Nevada Housing Division to support a $1.7 million federal grant accepted by the Board on May 24th. These funds will be used to help at-risk families in the County’s Social Services program by providing affordable, stable housing and, as a result, reunite families.
The Board of Washoe County Commissioners is currently seeking applications for a position on the Library Board of Trustees. Application deadline is June 24.

Washoe County Commissioners unanimously opposed SB 192 at their meeting today. As currently proposed by the Nevada Legislature, SB 192 would divert two cents of local property tax intended for Washoe County operations to the Regional Transportation Commission for infrastructure improvements. The bill would apply equally to Clark County, Nevada.
At today’s regularly scheduled meeting, Washoe County Commissioners directed staff to pursue the recommended contingency plans of developing two budgets for 2011-12.
The walk begins at 5:30 p.m. on Sunday, March 20, 2011. Rancho San Rafael Botanical Society volunteer and county librarian Susan Stewart will be on hand to explain the development, use and benefits of labyrinth gardens throughout history.

Xian Na “Sonia” Carlson began learning folk dances as a child growing up in Zhangzhou, China. These lessons sparked a lifelong interest in sharing Chinese culture through dance, music and the arts. Since moving to Nevada in 1987, she has continued to teach traditional Chinese dance, and she presents performances that combine artistic exhibition with cultural education.

Washoe County Commissioners today received a presentation stating that although the current fiscal year budget is on track with no need to reduce it further, there will be a budget deficit in the 2011-12 budget year projected to be $33.5 million.
Washoe County’s Department of Regional Parks and Open Space has received a $91,100 grant from the Nevada Division of State Parks Recreation Trails Grant Program for improvements to the County’s Huffaker Hills Trailhead. The grant will be used to provide the public with paved parking, new directional and interpretive signs and a restroom at the trailhead.

Mary-Ann Brown, RN, MSN, former Division Director of the Community and Clinical Health Services Division at the Washoe County Health District, assumes the position of Interim Health Officer today. She replaces the retiring health officer, Dr. Mary Anderson, MD, MPH, who served at the health district for five years. Brown is expected to direct health district activities for a minimum of five months as the District Board of Health conducts a search for a new health officer.

Washoe County Library System announced today that Downtown Reno and Spanish Springs libraries will be closed on Thursday, December 23 and Thursday, December 30. All other Washoe County libraries will operate on their usual schedules that day. All libraries will be closed for official County holiday observances on Friday, December 24 and Saturday, December 25 (Christmas) and Friday, December 31 and Saturday, January 1 (New Year's Day.)

The Washoe County District Health Department, Environmental Health Services (EHS) office will be closing every day at 4:30 pm, beginning December 1st. The requirements of a new accounting system have made it necessary for front counter staff to stop receiving payments by 4:30 pm, in order to close out the daily books by 5:00 pm.

The Washoe County Commission today approved the expenditure of several funds that will create investment in our community as well as employ local citizens.
The Washoe County Health District, Office of Vital Statistics, charges fees in accordance with Nevada Revised Statute and the State of Nevada Office of Vital Statistics. On October 15, 2010, the State of Nevada authorized an increase in fees to go into effect beginning December 1, 2010.
At their regular meeting today, the Washoe County Commission canvassed the 2010 General Election results based the independent Election Certification Board report that validated the election process and its results.

Washoe County’s Department of Regional Parks and Open Space announced this morning that the Huffaker Hills Trailhead located on Alexander Lake Road near Rattlesnake Mountain will be closed for public use until 7:00 a.m. on Saturday, September 18, 2010. The closure is for the safety of the public, and to allow fire crews the opportunity for clean up and investigation in the aftermath of the Alexander Fire that burned through the area on Tuesday night and Wednesday morning.

Friends of Washoe County Library, an all-volunteer organization, is asking the public to support its Second Century Endowment program. The Endowment, begun in 2004 by the Friends, was designed to assure that funding will be available in the future to help keep Washoe County Library System operating properly.
Between June and August the Washoe County Health District identified 16 cases of the specific type of Salmonella Enteritidis which has made recent national news, according to District Health Officer Dr. Mary Anderson. This is more than six times the number of cases normally reported during these months in previous years.

At its July 27 County Commission meeting, County Commissioners approved a contract with a private firm to provide medical services to inmates at the Washoe County Jail.
In order to help balance the budget while avoiding layoffs, Washoe County employee bargaining units have agreed to nearly $4 million in wage concessions for the 2010/2011 fiscal year.
After approving wording for two ballot questions at its July 13 meeting, the Washoe County Commission today appointed nine citizens to committees designed to create information for and against each of the ballot questions.

Due to the ongoing budget cuts affecting Washoe County Library System, the number of magazines ordered from operating funds next year will be again be lower than in previous years. But the public can help by “adopting” a periodical – paying for a one-year subscription. The donations will allow the library to purchase popular magazines that would otherwise be eliminated.

At its May 19 meeting, the Washoe County Library System Board of Trustees approved adjustments to library hours and days of operation, effective July 12, 2010. The number of open hours systemwide remains nearly the same, but the hours have been realigned in response to comments and suggestions from patrons.
Reno, Nevada. June 9, 2010. Washoe County Registrar Dan Burk is delighted that nearly 34% of Washoe County’s registered voters came out to vote in the 2010 primary election. Of the total 72,142 primary election voters, about 18% voted yesterday, 3% voted via absentee ballot and 12% voted during the 14-day early voting period.

All 94 polling locations throughout Washoe County opened at 7 a.m. this morning thanks to poll workers arriving on time as well as all the major setup occurring the night before. At this time, there have been no significant problems reported. 33 employees from the County’s Technology Services Department are strategically positioned in cars throughout the county to respond immediately to any calls for help they may receive from a polling manager.
The Discovery Room will be open from 11:00 a.m. – 2:00 p.m. on Wednesdays, Thursdays and Fridays from June 16 through the end of August. The volunteers plan to pick a different theme, from dinosaurs to cowboys, for each week. Activities include “Crafts on the Porch” every Wednesday, and a story time at 1:00 p.m. on Fridays.

Burk cited that 600 poll workers, 60 of them Washoe County employees, have been trained and are ready to open the 94 polling locations by 7 a.m. next Tuesday. Polls will remain open until 7:00 p.m.

Due to budget constraints, the Justices of the Peace at Reno Justice Court have authorized the Court Administrator to close the filing office doors to the general public one hour early on Monday, Tuesday, Thursday and Friday.
Beginning on June 4, 2010, the Washoe County Department of Juvenile Services’ Charles M. McGee Center located at 2097 Longley Lane in Reno will cease its overnight operation of youth residential services. The suspension is the direct result of departmental reductions needed to meet the County’s budget shortfall.

At their regularly-scheduled meeting today, the Washoe County Commissioners approved an offer by Washoe County’s District Attorney, Sheriff, Clerk, Assessor, Recorder, Public Administrator and Treasurer to make a voluntary financial contribution of 3.7% of their respective salaries plus an additional $25 per pay period, all toward the cost of their health care insurance effective in the 2010-11 fiscal year.
Washoe County Commissioners today spent nearly three hours hearing a presentation and receiving comments from many citizens in attendance about potential staffing and construction of a proposed new fire station in the Arrowcreek neighborhood.

The purpose of this month is to focus the attention of teens on the importance of avoiding early pregnancy and parenthood through an interactive online quiz. Hundreds of thousands of teens nationally are expected to participate.

The Hearts represent each one of the 618 children in Washoe County foster care. At its April 27 meeting, County Commissioners accepted recommendations from the County Manager to balance Washoe County’s budget for the fiscal year beginning July 1, 2010, including more than $7 million in operating budget reductions and $1.1 million new revenues.
Washoe County Commissioners heard the first reading of a proposed ordinance to establish a financial assistance program to property owners in selected areas to make those properties resistant to flood damage.
Talented young people will perform at Washoe County libraries as part of the Young Chautauqua program. Dressed in costume, they will present monologues depicting the characters they have created and respond to questions while in character.

RENO, NEVADA, April 21, 2010— Sierra Fire Protection District is holding their annual evacuation drill on May 8th. This year’s evacuation drill involves a simulated hazardous materials spill of chlorine on the Mt. Rose Highway at Paris Court (near Fawn Lane). Homes located on the south side of the highway; specifically, the areas of Galena Forest Estates, St. James Village, Monteux, Callahan and Fawn Lane are designated to participate in this evacuation drill. This drill will impact 2,800 residents in the Mt. Rose area. This year the evacuation center will be Fire Station #39, located at 4000 Joy Lake Road. The evacuation procedures will remain similar to those of a wildfire evacuation; therefore, through this drill we will also be preparing for the onset of fire season.

Washoe County Commissioners will hold a special meeting to review a draft fire master plan that has been developed over the past 12 months. The plan, called the Fire Services and Fire-based Emergency Services Master Plan, reviews current operating procedures in comparison to national standards and provides initial recommendations for improvement.
The Library System must cut an additional 5 percent from its budget for the fiscal year beginning in July. We are faced with difficult choices which will likely result in the closure of one or more libraries.

The new program allows citizens to search databases for Marriage License Applications, Fictitious Firm Name Filings, and Ministers. Washoe County Commissioners unanimously approved an unprecedented three-year employment agreement with current Washoe County Manager Katy Simon citing the need for the stable and visionary leadership she provides to the entire region.
The Washoe County Commission was told today that RJG Development, Inc., the land developer who originally donated land to Washoe County to be operated as an 18-hole golf course, has agreed to sell the now-closed Northgate Golf Course for the appraised value of $2,850,000. RJB had previously set a selling price of $4.5 million.

Citizens who are interested in the future of the Northgate Golf Course will be happy to know that the Washoe County Commission has set their discussion of this on August 25th for time-certain at 5:15 p.m., meaning it will be heard as close to that time as possible but definitely not before.

The Children’s Services Division of Washoe County Social Services would like the public to know that from 5:30 p.m. today through 8:00 a.m. tomorrow, August 12th, their phone lines will be down due to scheduled maintenance.
After hearing from several local golfers pledging their support for the County’s Sierra Sage Golf Course located in the North Valleys area, the Washoe County Commission voted unanimously to authorize the Director of Regional Parks and Open Space to negotiate an agreement to operate the golf course with Performance Golf. The Board also directed that if such an agreement cannot be successfully negotiated or if the contractor cannot fulfill the contractual obligations anytime during the term of the agreement, staff will return to the Commission for reconsideration of the issue before any closure of the golf course could be implemented.
At today’s Washoe County Commission meeting, Board members received the Phase I Preliminary Assessment Reports for integration of the County’s Department of Water Resources and Truckee Meadows Water Authority for System Planning and Engineering, Water Operations, and Water Resources which is the result of State legislative direction to evaluate such a consolidation.

At the request of the Sierra Front Bear Working Group, Governor Jim Gibbons will declare August “Bear Awareness” month in Northern Nevada. The event will be held on Thursday, August 6th at 11 a.m. at the Caughlin Ranch Village Green Park.
Citizens can greatly reduce risk to themselves and to the bears by doing simple things like stashing their trash until the day of pickup and not leaving their pets or their pets’ food outside.

In a unanimous vote today, the State Board of Equalization ruled that nearly 9,000 Incline Village/Crystal Bay property owners are entitled to have their 2006-07 property values rolled back to 2002-03 property values but stopped short of applying the same equalization principle to property values outside of the Incline Village/Crystal Bay area.

At their meeting yesterday, Washoe County Commissioners reluctantly approved the use of dedicated savings to make up the loss of $25 million over the next two years that is the result of recent Legislative action. Commissioners noted that use of these dedicated funds is a one-time solution that protects the public from additional service cuts, but is not a sustainable way to fund County government and presents risks for the future.
